How to Apply for USDA-Certified Cold Storage and Obtain an I-House Number

By Royal Foods Distribution

Why USDA Certification Matters

For businesses handling perishable goods like meat, poultry, or eggs, USDA certified cold storage isn’t just a nice-to-have – it’s a legal requirement. Only USDA-certified cold storage facilities are authorized to receive and store USDA-regulated imports. One crucial part of this process is obtaining an I-house number, which designates your facility as an approved inspection location.

Our Journey at Royal Foods

At Royal Foods Distribution, we’ve completed this process and currently operate under I-house number I-95. Based on our experience, we’re sharing a step-by-step breakdown of how your facility can become USDA-certified and gain this important designation.

Understanding the FSIS and I-House Numbers

The Food Safety and Inspection Service (FSIS), a division of the USDA, oversees the regulation of imported meat, poultry, and egg products. These products must be inspected when they enter the U.S., and that inspection can only take place at USDA-approved locations. Receiving an I-house number means your facility is officially recognized for this purpose.

How To Become an I-House

Step 1: Evaluate Your Facility

Your first task is to ensure your cold storage site meets FSIS standards. This includes having proper temperature-controlled rooms, secure and sanitary loading docks, clean lighting, clearly defined zones for inspected and uninspected products, and reliable pest control systems. Additionally, the facility must provide space and equipment for USDA inspectors to do their work efficiently and safely.

Step 2: Connect with FSIS

Once your facility is in shape, contact your local FSIS District Office. They will assign you an Import Inspection Coordinator (IIC), who will guide you through the certification process and help evaluate whether your facility is ready.

Step 3: Submit Your Application

You will need to complete and submit Form 5200-2: Application for Federal Inspection Service. Along with this form, you must provide detailed documentation such as your facility’s floor plan, sanitation and pest control schedules, and, if applicable, your Hazard Analysis and Critical Control Points (HACCP) plan. This paperwork provides FSIS with a comprehensive overview of your facility’s safety procedures and infrastructure.

Step 4: On-Site Inspection

After reviewing your documentation, FSIS will arrange an on-site inspection. Inspectors will assess your facility’s readiness, checking everything from temperature logs and safety protocols to how well you separate different types of cargo. If your facility passes this assessment, you’ll be issued an I-house number and become an official USDA-designated inspection site.

Maintaining Compliance

Getting certified is only the beginning. Maintaining your I-house number requires strict adherence to USDA standards. FSIS may conduct unannounced follow-up inspections. You must consistently monitor temperatures, maintain up-to-date shipment records, and ensure USDA-regulated cargo is properly handled at all times. Non-compliance can lead to suspension or loss of certification.

Royal Foods’ Commitment

At Royal Foods Distribution, our Santa Clara facility was built with USDA and FDA regulations in mind. With a storage capacity of 3000 pallets, we’ve implemented comprehensive systems for temperature control, record-keeping, and inspection readiness. Our USDA-certified status allows us to support importers by minimizing delays and ensuring compliance with all necessary regulations.

Why It’s Worth It

Having an I-house number does more than allow you to handle USDA cargo. It enhances your credibility in the logistics industry, streamlines customs clearance, and opens the door to working with a broader range of clients. For businesses looking to grow in the cold chain sector, USDA certification is a powerful step forward.

Final Thoughts

If you’re planning to apply, our advice is simple: prepare your facility thoroughly, be diligent with your documentation, and maintain open communication with FSIS contacts. While the process may seem demanding, the long-term rewards—in operational legitimacy, service capabilities, and business reputation—make it worthwhile.
